I've recently found that you can save a lot of money by regrowing vegetables from the grocery store. Green peppers can be regrown from the white roots! Just put them in some water and then transfer them to a pot of dirt when the roots have grown. The same thing can be done for leeks, celery, garlic, potatoes, and almost any type of root vegetables. If you only have a small amount of space, regrowing herbs from cuttings would work well for anyone with only a kitchen window.
You can also grow tomatoes from seeds found in grocery tomatoes.
