For all those who've done it in the past: How long does it take to get the code for the $10 Visa Gift Card?

The site says it "May take up to 10 business days for gift card code to be delivered to the My Gift Cards section of your account. " But the email I got said it would take 5 business days. In the past how long has it took y'all? Also what is a billing address, tried researching that but still confused on what that is.
