19 Y/o looking for a good way to get a cheap rental car in Milwaukee.

I plan on going to Milwaukee at the end of July and have everything booked except for a vehicle. I have looked at GetAround and Turo, Turo is too expensive as they have an added 50 dollar a day underage fee, GetAround is doable but still a little expensive. I would just like to explore my options before pulling the trigger on GetAround. Any help is greatly appreciated!
