How to be frugal at the bar but still have fun

It seems like no bars are doing happy hour these days and rarely have drink specials. I’m really mainly looking to have more of a social life. I spend a lot of time indoors only because it seems like any kind of activity/outing requires money. There’s not too many communial places within walking distance besides a church and a few bars. Seeing what tips I can use to spend minimally but still have a fun time out
