Does anyone know if the HUD Good Neighbor Next Door program (50% off homes) actually exists?

HUD has a program for teachers, firefighters, EMT's, and cops to buy foreclosed homes at 50% off their list price called the Good Neighbor Next Door program. I've tried to find HUD homes in about 20-25 states (including CA, TX, FL, NY, and IL, the 5 largest states) with "Good Neighbor Next Door" chosen as the Buyer Type (link), and I've found a single one of these homes in all of these states, and it's a run-down home in a not-great part of Chicago.

Does anyone know if this program actually exists on any sort of meaningful level, or if it ever did?
