I did some digging into this bank and its president used to be the CEO of ING Banking so it is definitely a legit bank. They have FDIC insurance and it seems to be open to Canada and US users.

You do not have to deposit anything into the account, you do have to link it to a bank account though. I linked mine to my Chime account (which is a fee-free prepaid debit card). You also have to submit your drivers license or passport. They use NetVerify which a lot of sites use for this type of verification. After I made my account on their site, I logged in on their app to verify my ID.
