Ticket Limit

Hello, I was wondering if there is a limit to how many tickets I can make a week without being punished? I have lots of time and have done a bunch of offers, however a quarter of them aren't crediting. Is there a possibility of getting punished for making around 4 tickets a week (with valid proof of course).
