Need help with my frugal electronics upgrade schedule

I make $7k a year (yeah i know, i work minimum wage, part time but live with family so it's not that horrible). My current plan is to upgrade my phone every 4 years and spend ~$250 and my laptop every 4 years and spend ~$500. Lately I've been thinking about ditching the laptop, I only use it to surf the web, watch movies and manage/move files to thumb drives. Phones have been getting better after all, even cheap ones, perhaps i could also spend more on a phone too like $500.

What's your opinion on this? Is the laptop more important/valuable? Any better options?
