Are there any transcription jobs that are legal in California?[Typing base] [Transcripe]

Okay so I have been thinking of trying to become a transcriber to make some money since it has pretty free hours and is paid on minutes of files instead of yearly/monthly/etc. I have looked at rev and transcribeme but those are both not available for me as it hires freelancers, which have a lot of restrictions in California. I still have to look into it but from my understanding its not allowed to be a freelancer for something like that. I can easily type 65-80 wpm so I thought this would be perfect. Is there another way to become something similar, being paid for typing. I have tried and everything came up as rev.com and transcribeme.com not having an option since yet again, its freelancers only.
