Any suggestions for a rain coat under $40. For both men and women.

Are there any good raincoats, like rain shells or rain jacket. No wind breaker. For men and women. Something that can handle heavy rain. Like specific jacket not just the brand. I see stuff like Columbia and such but there too expensive. Any brand that I can order online. Don't have reliable transportation and getting it delivered is the best way for me to get one.
