Another Vuse offer Question

I know there are so many posts about this but I couldn’t find the answer I was looking for. So, I ordered from vuse on the 18th mine did not go pending right away. I did not use any promos. My order total was 33$ with shipping though. So I got the order today and wondering if I can submit a ticket or if I have to wait 45 days just to submit the ticket? Thanks in advance for helping with another annoying Vuse offer post.
