Car insurance for cheap '07 Chevrolet sedan

Just as my title states. I was wondering what numbers to have for my brother's cheap car.

My brother- "I paid $2,800 for the car and my plan is to only use this car for 1 year for short commutes to work. I'm not sure whether to do full coverage..? or something called liability coverage? I've looked up full coverage for my family before so I was thinking full but someone told me that's dumb since it'd be stupid to put money to a car that's that cheap if anything were to happen. *in the military as well*
