iSoftstone UHRS search engine evaluator skipping hits

I was recently hired as an SEE for iSoftstone and I have 2 questions about skipping hits. Firstly, every time I skip a hit that I don't understand, it returns in ~20 minutes and I have to skip it again. So I end up having to skip quite a bit. Is there a way to stop them from constantly returning? My 2nd question is, has anyone ever been warned or penalized for skipping too many hits? Thanks in advance.
