Does safeway take returns?

My husband went shopping without me today and got some things that are wayyy overpriced. For example almost $7/pound for ground beef. He ended up paying about $40 for a trip that would usually cost me $20. Unfortunately his first mistake was going to safeway instead of aldi. Safeway is just down the road so I guess he just didn't want to drive? Anyway, I now don't have enough money for the rest of the groceries we need. Does anyone know if Safeway takes returns with a receipt?
