US Data Corp refundable deposit

I find a data entry job with US data Corp, but it demands to deposit 70 USD as job requirement, if I reached accuracy of 90.1%, I can earn 3 USD a page, amount will be 450. Those 70 USD are refundable in 30 days. My questions are: Is it legit to ask anything like this, and how to ask a refund from PayPal, is it possible? I have no experience for data entry online, it's so weird to ask you pay first. Any constructive answers will help, thank you. Or any tips for data entry.
