Is Bing trying to remove the Bing Rewards program?

I feel like Bing just did the program just to get traffic, now that it has it, it is banning accounts, raising points need to cashout, getting rid of gift card options. I feel like Bing is slowly trying to get people to stop using it, then eventually it will shut it down. What are your guys thoughts?
