Budget devices...

So I'm going to start making a device farm and was looking to see if I can get a good device around $15 cause I want to buy in bulk. I've been wondering what are your thoughts on a Kyocera Hydro running some perk apps or maybe even checkpoints. I want to make sure performance and possibly some other stuff won't be an issue , so if any of you have one how's it running? If you have any suggestions for devices that are around $15 preferably on Amazon that would be great.
