Work proposal from Lionbridge

I have a job proposal from Lionbridge to work as a translator(eastern European languages), and they ask me about my rates(rate per word). I will work a little more complicated topics(medical and pharmaceutical topics).

1)I saw that they average charge their customers at $0.23 per word, so I was thinking to put my rates at $0.10.

Is this ok, is it too much or too little?

2)How you take the projects-they give you individually every project(and you accept or decline), you compete with other freelancers for the projects(something like Upwork)...
