I got a quick question

Hello, I friend of mine is a point to receive a considerable amount of money and she was thinking to ask for send trow paypal but in Venezuela the Paypak accounts are a risk cuz they can put your account into observation for the X detail on it... So for not lose the money like that, I was thinking in a prepaid Debit (or Credit Card) like VISA or MasterCard, the thing is that I never used before this method... Somebody here knows how I can work with this prepaid cards?
