Receipt didn't count as a survey in the Daily to-do list?

Is it normal to not count towards your to-do list?
It still credited me for the 2sb in my Activity log.

Do you think these things could have impacted it counting towards my daily to-do list?:
- I took a picture of a receipt from 5 days ago.

- Only one item was purchased that day.
